Dear MSAD #51 Community,

I am thankful to the voters in Cumberland and North Yarmouth for supporting the budget.  Despite many challenges in developing the FY 2015-16 budget, including a drastic reduction in state subsidy, the district was still able to present a responsible budget with a modest increase of 3.6%.  Thank you to the Board of Directors, Finance Committee, and District Leadership Team for their long hours and hard work in crafting a budget that both meets the needs of our students and exercises fiscal restraint.

The Board recognizes that financial resources and the proper management of same are fundamental to the support of school programs and operations. With this in mind, the Board will develop and present an annual operating budget as directed by applicable laws. The annual budget will be for a 12-month period covering the fiscal year July 1 through June 30. The Board shall designate the Superintendent as its budget officer, but he/she may delegate portions of such responsibility as appropriate. The three general areas of responsibility of the budget officer are budget preparation, budget presentation and budget administration.

Adoption of the annual budget is to be accomplished prior to June 30 for the fiscal year beginning July 1.

The budget shall include, in addition to operating expenses and expected income for the ensuing year, the sums required for meeting bonds falling due, interest on the bonds and on other obligations, rentals and other fixed charges. These proposals shall be thoroughly explained and the voters shall be given an opportunity to be heard. Only those amounts pertaining to operating expenses, reserve or contingency funds, or capital outlay expenditures shall be subject to change by the voters.

Dear Residents of North Yarmouth and Cumberland,

On behalf of the MSAD #51 Board of Directors I want to take this opportunity to thank the community members from both towns who attended the May 14th District Budget meeting. The District Budget meeting was an opportunity to discuss and vote on the budget in the first of two required votes.  The Board appreciates your time and participation in this very important process.

The 2015-2016 District Budget passed Thursday by a vote of 40-6 and now moves to the Budget Validation Referendum on June 9, 2015.  Voters in both towns can vote immediately by absentee ballot during the times posted below or by attending the polls on June 9, 2015.  Please take the time to vote on next year’s budget and, as always, our sincere thanks for participating in the 2015-2016 budget process.  

Budget Validation Referendum - June 9, 2015

Locations: Cumberland and North Yarmouth Town Voting Locations
  • North Yarmouth: Church of Jesus Christ of Latter-day Saints, 247 Walnut Hill Rd., 7 a.m. until 8:00 p.m.

  • Cumberland: Town Hall, 290 Tuttle Rd., 7 a.m. until 8:00 p.m.

Absentee Ballots

Absentee Ballots are issued for the MSAD #51 Budget Validation Referendum Election at your Town Office.   

In North Yarmouth:
The regular office hours for the Voter’s Registration Officer/Town Clerk, 10 Village Square Road are:
  • Monday,   8 a.m. until 6 p.m.
  • Tuesday - Thursday,    8 a.m. until 5 p.m.
  • The last day to pick up an absentee ballot will be June 4th.  Absentee ballots can be returned right up until the end of voting on June 9th.

In Cumberland:
The regular office hours of the Voter Registrar/Town Clerk’s Office, 290 Tuttle Road, are:
  • Monday - Wednesday,  8:00 a.m. until 5:00 p.m.
  • Thursday,  8:00 a.m. until 6:00 p.m.
The Registrar will have extended hours for registration and absentee voting on the following dates:
  • Thursday, June 4,   8 a.m. until 7 p.m.  
  • The last day to pick up an absentee ballot will be June 4th.  Absentee ballots can be returned until the end of voting on June 9th.
The district web site, www.msad51.org, provides budget details including the budget, summary of cost centers, warrant articles, Q&As and presentations from prior School Board meetings.  Please contact the Superintendent’s office at 829-4800, if you have questions or would like information mailed to you.
